Assistance is provided to public bodies, associations and voluntary bodies, nonprofit organizations, local municipalities and government departments.
Fund's assistance is granted only to projects that are proposed service is not mandatory under the law or regulations.
The program meets the needs of groups of people with disabilities and is not designated for the benefit of a particular individual.
Assistance is provided only for the development of actual services, given directly to people with disabilities, and not to programs assisting them indirectly (assistance is not provided for purchase of office supplies, for research programs, for assistance in daily operations, etc.).
There are commitments from the bodies responsible to operate the proposed service for a determined period of time.
The participation of the applying body is guaranteed in the costs of the program’s development at an amount not less than between 10 and 30% of total cost, according to project costs and in which socioeconomic cluster it is located.
The service offered must be available and accessible for all those who need it in the area in which is operates.
The fields of assistance and its scope are determined in the Fund's work plan and in accordance with its budget, giving priority to assistance in the periphery - distressed areas and vulnerable population groups, including communities.
The assistance is provided according to different priorities, including preference to places where the services are necessary for day to day life, to projects which offer a comprehensive answer to accessibility problems, to areas in which there are no alternative services, etc.
The applying body must prove its economic capacity to execute the program and carry on operating the program overtime.
